河南新乡通报一村民被“顶包”成“村支书”：对11名责任人严肃追责问责

line-height: 1.8; margin-bottom: 20px; margin-left: 0px; margin-right: 0px; margin-top: 0px; padding: 0px; text-align: justify; text-indent: 0px\"\u003e\u003cspan style=\"font-size: 16px\"\u003e\u003cspan style=\"color: rgb(14, 14, 14)\"\u003e\u003cspan style=\"background-color: rgb(255, 255, 255)\"\u003e\u003cspan style=\"letter-spacing: normal\"\u003e经查，孙石窑村“顶包”案基本属实。2024年6月，因孙石窑村未完全履行法院对其债务纠纷的判决，辉县市人民法院拟对该村时任党支部书记、法定代表人帖托采取限制高消费措施。帖托为避免被“限高”，向时任镇党委副书记、镇长石红彪请求帮助。石红彪找到辉县市人民法院执行局时任局长魏新涛商量规避方法，之后安排镇党政办一级科员张大志套用其他文件文号，制作了免去帖托孙石窑村党支部书记、任命该村村民郭黑虎（非中共党员、智力二级残疾）为孙石窑村党支部书记的虚假文件，应付法院执行，实际仍由帖托担任村党支部书记。辉县市人民法院执行承办人朱新昌未经核实，依据虚假文件于2024年7月11日对郭黑虎采取“限高”措施。后辉县市人民法院发现该文件失实，于2024年7月23日解除了对郭黑虎的“限高”措施。\u003c/span\u003e\u003c/span\u003e\u003c/span\u003e\u003c/span\u003e\u003c!--NO_AD_1--\u003e\u003c!--EOP_1--\u003e\u003c/p\u003e\u003c!--PARAGRAPH_1--\u003e\u003cp style=\"background-color: rgb(255, 255, 255);
